Replacement for M-20, conceived under Andrey Lipgart. Larger sidevalve four based on M-20’s, though prototypes had OHV. Three-stage automatic briefly available (prod. 700 approx.), a sensation in the USSR. Refresh in 1958 with new grille, bumpers and indicators, and imitation leather and wool used in the interior for higher-line models. Further refresh in 1962. GAZ 23 with Chaika V8 appeared in 1962, prod. 603 for non-civilian use. Known for toughness.
